When I connect the 360 controller, Device Manager shows Microsoft Common Controller for Windows Class > Xbox 360 Controller for Windows. Steam recognizes the controller for big picture mode and the controller shows up as 'Xbox 360 Controller for Windows' in the Devices and Printers menu.When I connect the XB One controller, Device Manager shows Xbox Peripherals (legacy) > Xbox Controller with an ! in a yellow triangle over the icon. Device status: 'Windows cannot initialize the device driver for this hardware. (Code 37)' The controller shows up in Devices and Printers under the category Unspecified listed as 'Controller.'

I've downloaded and installed the 64-bit driver from this page, which didn't work. I even tried the 32-bit just in case.

I also tried using the installer linked from this page but couldn't get it to work because I couldn't run the .INF file contained in the download. Again I tried the 32-bit download after the 64-bit didn't work, just in case.
I'm out of ideas now. Anyone know what will get the Xbox One controller to work on Windows 7?
