The problem I am having is that when I initially open up utorrent files download at speeds of 100-500kb/s. But after just 2-3mins my speed drops down to a combined total of 10kb/s (10kb/s for upload, and an additional 10kb/s for download). So If I am downloading 1 torrent then it will go at 10kb/s, But if I am downloading 2 torrents they will.

Second, play around with the Download region drop-down settings. Your best bet is going to be the closest location to you, but factors like the internet connection between you and that location or volume of traffic to that server may tip the scale in the favor of a server further away.

Adjusting these settings will require you to restart your Steam client before the changes come into effect. Hopefully you'll notice faster download speeds after the restart. If there's no change -- or worse, your connection seems slower -- play around more with the download region setting until you find a reliable, low-traffic server.

Internet Speed Keeps Dropping

Just to let you know, most routers split the bandwidth up and can actually specify that one device gets faster speeds then another, and it can actually reserve a specific amount of speed towards a device.

Best way to fix slow throughput is:

Download Speed Keeps Dropping To

Disconnect ALL devices Connected to the internet. Either turn Wifi off, or turn the entire devices off themselves. After that, clear the cache on your Xbox (Hold the power button on the front of the console for 10 seconds, it should shut off, keep it off) Now look at your router. Are any lights flashing? If so, then you get to play hide and seek with whatever device is still connected to the internet. Make sure NO lights are flashing, that means there is no current connectivity which leads us to believe no devices are set to connect automatically. Once you see all the lights stay solid for 1-2 minutes, then pull the cable out of the back of the router, and keep it unplugged for 5 minutes. We want the internal battery to die and the RAM to clear that way it can forget all devices it had leased out.

After that 5 minute wait, turn the router back on, wait 2 minutes, all lights should be solid and green like normal. If ones flashing, go play hide and seek for wireless devices again because you missed one, otherwise, you're good to turn the console on and connect. After that do a speed test on the console and see what you get, now your console is the primary device and other devices should receive slower speeds

KEEP IN MIND: You will NEVER receive the promised speeds on a wireless connection. Its just not going to happen (At least not in the next 10 years). There is a distance between the signal and even if its only an inch, its distance. For gaming we require wired connections as that allows for the fastest possible speeds as well as its more direct. Most ISP's will not give you your full speed, and with Cable providers speeds go down depending on how many people in your neighborhood are using the internet. You share with your neighbors, with DSL, its more like 'You get what you pay for' Though there still might be a small difference.
